alison kosik is at the new york stock exchange. tell us more. >> these consumer advocates, coral, what they wanted to see was these rules sort of go one step further and force banks to lower rates on loans or have banks postpone foreclosure, but the new rules for the consumer financial protection bureau they should prevent foreclosures happening too quickly or unnecessarily. some of the highlights they'll give borrowers time to modify their loans. banks don't begin the foreclosure process if the borrower is in the middle of trying to get a loan modification and borrowers have to be delinquent for four months before banks can file the first foreclosure notice. the rules are trying to make foreclosure the last trying to other options first. these new rules force barvegs to actually make some employee available to help homeowners avoid foreclosure on their home and call for clear mortgage statements. again, you know, it's all about avoiding these unnecessary foreclosures and giving delinquent homeowners a chance to get back on track.

alison kosik at the new york stock exchange. alison our investors taking the addition of 155,000 jobs as good news for bad news? >> it's more like eh. investors are seeing it as it's not good, it's not bad either. stock futures right now are sitting pretty much flat to slightly, they were sitting flat to slightly lower before the report but as soon as the numbers came out the dow went up 20, not a huge response, a few reasons why for this. you look at that 155,000 figure, it's about what everybody expected. some were hoping for better after yesterday's strong adp report but overall this is what pretty much people expected. now, what's interesting when you look at this report, a lot just hasn't changed from november to december and the same goes for the year. you look at how many jobs were added in 2012. it's about the same as 2011, 1.8 million jobs were created in 2012 and 1.8 million jobs were created in 2011, so it's flat there. you see the jobs market really just moving sideways. the unemployment rate for december didn't chan

alison kosik is at the new york stock exchange. alison, i have not heard of this type of program before. is it the first of its kind? >> reporter: it is. it almost sounds like a dream. this is going to start in the fall at the university of michigan. what it is is a response to, you know, a lot of new education options that are out there online and many of them are free, but, you go and take a course in history at one place, another one on writing and spanish at other places, what do you do with all the classes, especially since a lot of the other universities online they don't offer degrees. under this wisconsin university flexible option program, what students can do is earn a degree by passing a series of tests without ever stepping foot on the campus. now, you may need to take a few classes to get up to speed, but it offers students a ton of flexibility, it could really be a sign of where education is headed. you know, testing your way to a bachelor's degree. >> a lot of people go in their freshman year and say it makes sense.
